Gyarados is useless early on and later becomes good at using physical attacks like thrash, return, and earthquake. Earthquake lets Gyarados take out Empoleon, Magnezone, and Metagross, while providing good coverage with Gyarados's other attacks. Bounce is another good option for the last slot, being Gyarados's most powerful attack on the set, and more importantly, allowing Gyarados to get past some of its usual counters, such as defensive Starmie and Celebi.

I recommend to power up at least one Gyarados, he is best at the moment and will still be a good option after Kyogre´s release + he is cheaper, since you wont need 250ish rare candies + he could mega evolve, if they add it one day. Evolving some 170+ Magikarps would help, too (assuming you have the candies)
